WHEREAS, a procedure for determining hydrology information in Pitkin County for
approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from
irrigation ditches and canals has not been established by the CWCB; and those floodplain areas may
not be designated as approximate floodplain information without a procedure for estimating 100.year
peak flows, and therefore the local government should require that a detailed hydrologic and hydraulic
study be performed by a professional engineer and submitted by the developer or the development
proponent prior to any floodplain development in those cases; and ., ..

WHEREAS, hydraulic determinations for the approximate floodplains listed in Table 2
were prepared by FEMA using approximate hydraulic techniques approved under the Board's
"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or
Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, said Flood Insurance Study incorporates new approximate floodplain
delineations for a 2,5 mile reach of Brush Creek in the Town of SnoWIDass Village; and

WHEREAS, a number of technical deficiencies in said floodplain information have been
noted by local officials and have been documented in the CWCB project file; and

WHEREAS, Pitkin County should continue to regulate new development and construction in
floodplain areas on a case-by-case basis based on the information presented in said new Flood
Insurance Study and Hydrology Addendum, or based on the best available floodplain information that
is accessible to the County; and

DESIGNATION AND APPROVAL ACTION

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in
regular meeting assembled in Greeley, Colorado, this 27th day of March 2001, that it does hereby
designate and approve as detailed floodplain information the 100-year floodplain delineations as listed
in Table 2 for unincorporated portions of Pitkin County contained in said new Flood Insurance Study
dated September 30, 1988 and said new Hydrology Addendum dated May 2001, with included Flood
Insurance Rate Maps; and

BE IT FURTHER RESOLVED that the Board does hereby designate and approve as
approximate floodplain information the 100-year floodplain delineations as listed in Table 3 for
unincorporated portions of Pitkin County contained in said new Flood Insurance Study dated
September 30, 1988 and said new Hydrology Addendum dated May 2001, with included Flood
Insurance Rate Maps; and

BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified
copy of this resolution to Pitkin County, Snowmass Village, the City of Aspen and the Federal
Emergency Management Agency Region 8,
