<br />. <br /> <br />. <br /> <br />. <br /> <br />LOCAL REQUEST FOR DESIGNATION <br /> <br />WHEREAS, the CWCB transmitted letters of notification to Pitkin County, Snowmass Village, <br />and the City of Aspen regarding floodplain management activities and the CWCB's designation and <br />approval process for floodplain information; and <br /> <br />WHEREAS, follow-up phone calls were made by Montgomery Watson staff to Pitkin County, <br />Snowmass Village, and the City of Aspen to further discuss the CWCB's floodplain designation <br />process and to solicit input regarding said Flood Insurance Study; and <br /> <br />WHEREAS, officials from Pitkin County, SnoWIDass Village, and the City of Aspen verbally <br />consented to the CWCB designation and approval of said Flood Insurance Study but also noted that <br />various revisions and corrections are necessary; and <br /> <br />c.R.S. AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies of local jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />WHEREAS, the detailed floodplain infOn1lation, as listed in Table 2, in said new Floodplain <br />Information Report and Hydrology Addendum witb included maps, meets all of the requirements listed <br />under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of <br />Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, the approximate riverine floodplain information, as listed in Table 3, in said new <br />Floodplain Information Report and Hydrology Addendum with included maps meets all of the <br />requirements listed under the Board's "Rules and Regulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater RunoffCbannels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, 100-year peak discharges within Pitkin County for the streams listed in Table 3 <br />were developed by the consulting firm of Montgomery Watson utilizing the best available <br />methodology for each specific stream; and <br /> <br />3 <br />
