<br />1.15 Adopting Chapter 70 of the Uniform Building Code...for the regulation of <br />excavation and grading of lands... <br /> <br /> <br />1.2 To protect geologic hazard area occupants or users from the impacts of geologic <br />hazards which may be caused by their own, or other, land use and which is or may <br />be undertaken without full realization of the dangcr by: <br /> <br />1.21 Regulating the area in which, or the manner in which, structures designed <br />for human occupancy may be constructed... <br /> <br />1.22 Designating, delineating and describing areas that could be adversely af- <br />fected by geologic hazards so as to protect individuals from purchasing or <br />improperly utilizing lands for purposes which are not suited. <br /> <br />C-20 <br /> <br /> <br />1.3 To protect the public from the burden of excessive financial expenditures from the <br />impacts of geologic hazard and relief by: <br /> <br />1.31 Regulating land uses within geologic hazard areas so as to producc a pattcrn <br />of development or a soundly engineered manner of construction which will <br />minimize the intensity and/or probability of damage to property and loss of <br />life... <br /> <br />1.32 Regulating the cutting, filling, or drainage ehanges...which could initiate or <br />intensify adverse conditions within geologic hazard areas. <br /> <br />SECTION 2.0 GENERAL PROVISIONS <br /> <br />2.1 Jurisdiction: This regulation is applicable to all lands within Designated Geologic <br />Hazard Areas... <br /> <br />2.2 Boundaries: The boundaries of the Designated Geologic Hazard Areas shall be as <br />they appear on the official recorded Designated Geologic Hazard Area Maps as <br />adopted... and kept on file... <br /> <br />2.3 Interpretation: In their interpretation and application, the provision ... shall be held <br />to be minimum requirements and shall be liberally construed in favor of the gov- <br />erning body... Interpretations... shall be consistent with GUIDELINES AND CRI- <br />TERIA FOR GEOLOGIC HAZARD AREAS prepared by the Colorado Geological <br />Survey... <br /> <br />2.4 Warning and Disclaimer of Liability: The degree of protection from geologic haz- <br />ards intended to be provided by this Regulation is considered reasonable for regu- <br />latory purposes, and is based on accepted gcologic and scientific mcthods of <br />study...unforeseen or unknown geologic conditions or natural or man-made changes <br />in conditions such as climate, ground water, drainagc, or structural strengths of the <br />rocks and other geologic materials may contribute to futurc damagcs to structures <br />and land uscs evcn though properly permitted... <br /> <br />2.5 Adoption of Official Maps: The location and boundaries of the Designated Geo- <br />logic Hazard Areas established by this Regulation are shown upon the official Dcs- <br />
