We have plans for emergency shelters and incident response,
but the cost for large flood events would be a real
financial burden to the community. Should the City's waste
water treatment plant be damaged too greatlYI public health
and safety could be further threatened through loss of the
sanitary sewer system and or contamination of river water.

DESCRIPTION OF PLANNING PROCESS/APPROACH

Describe the planning process that will be used; how
interested organizations and the community members will be
involved in the process; plan adoption procedures;
implementation strategy, etc.

We have started a public input process by having meetings
with land owners and business owners along the river
corridor. Also invited have been governmental agencies such
as: FEMA, Army Corp of Engineers, US Fish and Wildlife, Soil
Conservation, Department of Natural Resources, etc.

What we are lacking is the expertise and time to put a
comprehensive plan together. Hopefully, through this grant
process we can hire a consultant to identify the hazards, as
well as plans to mitigate the hazards.

This portion of the Hazard Mitigation Plan would
specifically identify flood inundation and risk areas at
different volumes of flood waters.

EXPECTED BENEFITS AND OUTCOMES OF THE PLANNING PROCESS

Describe how the planning grant and planning process will
benefit the community.

The benefits to the community will be multi-fold.

GenerallYI the increased awareness will increase the
community's ability to respond to a flood situation more
effectively. Also, the plan may have affect on our growth
and development plans for the City, reinforcing the idea
that placing or replacing buildings in harm's way is not in
the community/s best interest.

Specific benefits could be: better emergency preparedness
plans, better trained emergency response staff, a preset
plan for protection of key sites, buildings that are better
flood proofed, and a unified plan to mitigate hazards.
