<br />~ <br /> <br />Countryside Creek, and <br /> <br />North Branch Walnut Creek; and <br /> <br />WHEREAS, Standley Lake, on Big Dry Creek, and Great Western Reservoir, on <br /> <br />Walnut Creek, are both water supply reservoirs which provide significant <br /> <br /> <br />inadvertant flood routing capabilities which reduce the IOO-year discharges <br /> <br />downstream from the reservoirs; and <br /> <br />WHEREAS, the Board has previously adopted a "Policy for Oelineation of <br /> <br /> <br />Floodplains Below Water Supply and Other Non-Flood Control Reservoirs" <br /> <br /> <br />(Resolution No. 36, Series of 1986); and <br /> <br />WHEREAS, the policy requires that non-flood control reservoirs not be <br /> <br /> <br />considered in the drainageway hydrology unless adequate assurances have been <br /> <br /> <br />obtained to preserve the flood routing capability of the reservoirs; and <br /> <br /> <br />WHEREAS, the Board has previously authorized the Executive Director to <br /> <br /> <br />~. enter agreement(s) with Westminster and/or Broomfield to obtain adequate <br /> <br /> <br />assurances for Standley lake and Great Western Reservoir (Resolution No. 45, <br /> <br /> <br />Series of 1986); and <br /> <br /> <br />WHEREAS, the flood hazard area delineation studies for Big Dry Creek and <br /> <br /> <br />Walnut Creek in IlFlood Hazard Area Del ineation, Westminster Areal! were completed <br /> <br /> <br />on the assumption that adequate assurances would be provided for Standley lake <br /> <br />and Great Western Reservoir; and <br /> <br />WHEREAS, adequate assurances have not been provided as of this date for <br /> <br /> <br />either Standley lake or Great Western Reservoir, but negotiations are on-going <br /> <br /> <br />with both Westminster and Broomfield to obtain adequate assurances; and <br /> <br />WHEREAS, the Board wishes to accept the flood hazard area delineation <br /> <br />~. <br /> <br />report and transmit it to the local governments and the Colorado Water <br /> <br /> <br />Conservation Board because of the many floodplain delineations contained in the <br /> <br /> <br />report for the other drainageways listed above; <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />1. The Board of Directors of the Urban Drainage and Flood Control <br /> <br />District accepts the report lIFlood Hazard Area Delineation, <br /> <br />Westminster Area", November, 1986 by Greiner Engineering Services. <br /> <br /> <br />Inc. and recommends its use as a guide in future planning related to <br /> <br /> <br />the floodplains contained therein; <br /> <br />2 <br /> <br />\ <br /> <br />\\ <br />" <br />" <br /> <br />.1 <br />'I <br />
