The delineation of flood boundaries completed as part of the
drainageway plan was determined to be invalid because flood flows divert to the west
from Boxelder Creek channel above County Road 52, and the flood flows return to
Boxelder Creek channel near State Highway 14. This diversion of flood flows was
not taken into account in the drainageway plan. Consequently, the alternatives in the
drainageway plan for Boxelder Creek could change. The City delayed all plans for
channel improvements on Boxclder Creek until the revision of the 1981 drainageVr-ay
plan is finished.

The construction cost for completing these channel improvements was estimated
by Engineering Professionals, InC.,lo be $6,214,OOO(ln 1988 dollars), with a benefit-
cost ratio of 0.97.

SPRING CM}.:_K
The Spring Creek Master Drainageway Plan wascomplcled for the City of Fort
Collins in March 1988 by Engineering Professionals, Inc. The City COllncil approved
the plan in September 1988. The plan recommends a system of improvements
throughout the drainageway below Spring Canyon Dam which would provide a
lOCI-year level of protection. The Spring Creek basin plan rewmmended the

The City or Fort Collins completed construction of the storm drainage
improvements on Spring Creek from College Avenue throllgh the BNRR in
December 1990. Work on the reach from Stover Street [Q Stuart Street is underway
and is planned for completion in 1993. The City of Fort Collins no longer has
interest in Corps participation in construction or nood control improvements on
Spring Creek because the preliminary design for the remaining improvements
upstream from Taft Hill Road has been completed, and the Drake Road
improvements are 10 be completed by the City in a fairly shon time frame.

fnl1nwi.." ;"'"......,.........",. ,,~~:..,,:~~~, .h~ ~M<l..~~.~ ",.h~ "'--..- Lo. rOudr,~ Riv;;;r'
. __~..._.Q_......w _'''w''_, .._......_."'... ..... ~"......,,~ u. u." .........." _.

.
