The analyses can be used In deve- <br /> <br /> <br />loping a master drainage plan for the entire Jimmy Camp Creek watershed. <br /> <br />The "Co I orado Spr i ngs/E I Pa so County Evacua t I on - Opera t i on s P I an" <br /> <br /> <br />dated January 1967, provides for alerting the public of potential flood- <br /> <br /> <br />ing and coordinating city and county services during an emergency. <br /> <br /> <br />Urban areas and smaller communities could benefit by developing similar <br /> <br /> <br />plans. <br /> <br />Primary purpose of this report is to provide maps of the flood. <br /> <br /> <br />hazard areas so that local governments can develop flood plain regula- <br /> <br /> <br />tions. Flood plain resolutions were passed by the EI Paso County Board <br /> <br /> <br />of County Commissioners on February 8, 1973. Colorado Statutes \page 2) <br /> <br /> <br />require approval of flood zone regulations by the Colorado Water Conser- <br /> <br /> <br />"vation Board. The 10~-year flood line delineation should be useful when <br /> <br /> <br />application Is made for approval of flood zone regulations. <br /> <br />Recommendations <br /> <br />Plan implementation during the time of an emergency requires coopera- <br /> <br /> <br />tion of the general public as well as local officials. This is especially <br /> <br /> <br />important for flood fighting, evacuation, and resuce operations. Too <br /> <br /> <br />often, an uninformed public becomes a detriment to emergency operations. <br /> <br /> <br />It Is recommended that public information and education programs on <br /> <br /> <br />"Flood Hazards" be disseminated through the news med ia and be a part of <br /> <br /> <br />the total community effort towards lessening the losses caused by flood- <br /> <br /> <br />ing. <br /> <br />Through enforcement of flood zone regulations, new developments can <br /> <br /> <br />be protected from potential flooding by keeping the developments out of <br /> <br /> <br />flood hazard areas. Potential flood damages to existing developments <br /> <br /> <br />and possible loss of life can be alleviated or lessened through several <br /> <br /> <br />nonstructural means. Included are: flood warning and forecasting <br /> <br /> <br />systems, flood fighting, and emergency evacuation. <br /> <br />The National Oceanic and Atmospheric Administration (NOAA) through <br /> <br /> <br />its National Weather Service (NWS), maintains year-around surveillance <br /> <br /> <br />of weather and flood conditions. Daily weather forecasts are issued <br /> <br /> <br />through the NWS at Colorado Springs and disseminated by the local news <br /> <br /> <br />media. A general alert to the danger of flash flooding Is one of the <br /> <br /> <br />services provided by the National Weather Service. <br /> <br />
