<br />lCe <br />~ <br /> <br />~. <br /> <br />, <br />~ <br />.. <br />t <br /> <br />I" <br />[. <br />, , <br /> <br />3.0 PROJECT DESCRIPTION <br /> <br />Cotter Corporat i on proposes to construct a new Water Treatment P1 ant <br />and Emergency Water Storage Pond on the site. The Water Treatment Plant will <br />be located adj acent to the exi st i ng pl ant on the north and west. The water <br /> <br />storage pond will be located in the space presently occupied by the existing <br /> <br />ponds. The location of the facilities is shown on Figure 3. <br /> <br />The Water Treatment Plant is to consist of a pre-engineered steel frame <br /> <br />building on a reinforced concrete foundation. The building will contain <br /> <br />several large vessels. In addition, there will be two large outside tanks on <br /> <br />separate foundations. The foundations are currently planned to be supported <br /> <br />on drilled reinforced concrete piers extending into natural soils. <br /> <br />The plant and vessels will contain untreated mine discharge water in <br />various stages of treatment. The emergency water storage pond will be used <br /> <br />to store untreated mine discharges in the event of a water treatment plant <br />shutdown. The pond wi 11 be 1 i ned with a compacted cl ay or synthet i c 1 i ner <br /> <br />materi alto prevent 1 eakage of contami nated water, if the pond has to be <br /> <br />used. <br /> <br />3-1 <br />
