<br /> <br />I <br />I <br />I <br /> <br />- 31 - <br /> <br />Lincoln Avenue to Watson Road <br /> <br />I <br /> <br />Overbank flooding continues in this reach due to reasons dis- <br />cussed in the previous section. The.channel between Lincoln <br />and Watson is straight and is barely adequate for the IRF and <br />SPF flows.. The east bank near.the lower portion of the reach <br />could be raised to give more protection. <br /> <br />I <br />I <br /> <br />The Watson Road crossing-consists of one corrugated metal pipe <br />culvert of 6 foot diameter. This structure is not adequate for <br />the lOO-year flood even when clear of debris and its proximity <br />to development, both residential and commercial, makes this one <br />of the priority structures for replacement. Flood waters ponded <br />behind the road will cause overflow into the northern part of <br />town. This may require some fill for proper approach to a new <br />bridge structure. <br /> <br />I <br />I <br /> <br />Watson Road to Cemetery Road <br /> <br />I <br />I <br />I <br />I <br /> <br />Except for the development near Watson Road crossing, the reach <br />is largely undeveloped and consists primarily of the area be- <br />tween Highway 9 and the gravel tailings. Overbank flooding <br />through the town will return to the river channel upstream of <br />French Gulch. While the river channel is not adequate in this <br />area, flooding is confined to the adjacent lowland area. <br /> <br />I <br />I <br /> <br />The town is considering a new crossing located between Watson <br />and. Cemetery Road. The minimum under-clearance for this cross- <br />ing can be taken from the profiles in the floodplain report when <br />the exact location is decided upon. Again, there should be no <br />diminution of waterway area of the lOO-year flood so that damage <br />and flooding is not caused by the new structure. <br /> <br />Cemetery Road <br /> <br />I <br /> <br />The crossing at Cemetery Road consists of three 52 inch diameter <br />iron pipe culverts. Because of its location north of town, it is <br />probable that debris remov~l equipment would not station them- <br />selves at this structure because of its relative unimportance to <br />the town. However, blockage of this structure causes flooding <br />and blockage of State Highway No.9. It is likely, <br />however, that should the structure become plugged overtopping <br />will wash it out. It is recommended that consideration be given <br />to changing this structure to a bridge crossing also of adequate <br />capacity. <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />~ Leonard Rice Consulting Water Engineers.
