Sha 11 we captu re a 11 of <br />The highest priority of this <br /> <br />Estimates of up to 1,100,000 acre feet in the Colorado River Basin and 375,000 <br />acre feet in the South Platte River Basin are essentially the only remaining <br />waters available for additional beneficial consumption in Colorado. With the <br />change in federal financing policy, this budget initiates a plan to capture in <br />excess of 400,000 acre/feet west of the Divide and 100,0000 acre/feet east of <br />the Divide. Projects, policies and actions proposed include: <br /> <br />1. Authorizing the expenditure of $25,000,000 as a frontend cost sharing <br />match with the Federal Government to start construction of the. <br />Animas-La Plata and Narrows projects. Funds would be provided from <br />the Water Resources and Power Development Authority (WRPDA) with the <br />provision that the state should share in the revenues accruing to <br />each project in proportion to the state's financial participation in <br />each project. Funds would be expended on an agreed upon prorata <br />basis. Optional sources for this $25 million are the CWCB construc- <br />tion fund, the Severance Tax Trust or a combination of all three <br />sources. <br /> <br />2. Feasibility or design studies on a loan and grant basis to establish <br />a project schedule aimed at capturing our entitled waters. Projects <br />proposed for evaluation are Fruitland Mesa, West Divide, Grand Mesa, <br />San Miguel, Yellow Jacket and Una. <br /> <br />3. An expanded dam rehabilitation and repair program administered by the <br />Colorado Water Conservation Board to restore to original the storage <br />capacity of 34 dams. <br /> <br />-2- <br /> <br />- <br />
