On the discussion of revenue bond financing, you may <br />want to caution that the idea that industry and large <br />municipalities can pay their own way, may be harmful to <br />agriculture in the long run, if the purchase of existing <br />agricultural water rights is more economical than a <br />revenue bond financed project.
