William McDonald, Director <br />Colorado Water Conservation Board <br />823 State Centennial Bldg. <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />Dear Bill: <br /> <br />1 have the following comments concerning the draft project <br />financing paper. <br /> <br />., 1, On page 1 under the discussion of planning and pre- <br />construction activities, you may want to add that front- <br />end activities require several years for smaller non- <br />controversial projects and as long as five to ten years <br />for the more complicated ones. You may also want to <br />mention that as project front-end activities proceed, <br />the risks are reduced. <br /> <br />,~ Under your discussion of limitations of revenue <br />financing and in the discussion of general obligation <br />bond financing, you may want to add that use of either <br />of these two methods often limits development of a <br />project from a financial standpoint rather allowing the <br />project to be constructed to the optimum hydrologic <br />potential of the available physical site, As an example, <br />a municipality may be limited by finances to building <br />a 10,000 af reservoir when the physical site would easily <br />accomodate 30,000 af. No current procedure exists where <br />the state can join forces with other organizations to <br />build projects to their full potential and own the unused <br />capacity for a period of time, <br /> <br />NEW LOCATION <br />Suite #204 .
