<br />tit <br /> <br />e <br /> <br />e <br /> <br />WHEREAS, a procedure far determining hydralagy infarmatian in Arapahae Caunty and the <br />incarparated cammunities far the appraximate flaadplains as listed in Table 4 and far ather <br />appraximate flaadplains .of reservairs, lakes, pands, lacal starm drainage areas, and averflaws fram <br />irrigatian ditches and canals has nat been established by the CWCB; and thase flaadplain areas may <br />nat be designated as appraximate flaadplain infarmatian withaut a procedure far estimating lOO-year <br />peak flaws, and therefare the lacal gavernment shauld require that a detailed hydralagic and hydraulic <br />study be perf armed by a professianal engineer and submitted by the develaper .or the develapment <br />propanent priar ta any flaadplain develapment in thase cases; and <br /> <br />WHEREAS, hydraulic determinatians far the approximate flaadplains listed in Tables 3 <br />and 4 were prepared by FEMA using approximate hydraulic techniques approved under the Baard's <br />"Rules and Regulatians far the Designatian and Approval .of Flaadplains and .of Starm .or <br />Flaadwater RunaffChannels in Calarada" (2 CCR 408-1); and <br /> <br />WHEREAS, Mantgamery Watsan has identified several technical issues related ta the <br />flaadplain infarmatian as fallaws: <br />· The starting water surface elevatian far the Bear Creek flaadplain study is 5 feet higher than the <br />Sauth Platte River at the canfluence lacatian. This difference is cansistent with the difference <br />in that vertical datums faund alang the Sauth Platte River in Adams Caunty, <br />· The approximate flaadplain delineatian an BaxElder Creek is much narrawer than the detailed <br />flaadplain delineatian where the twa meet The difference in width is an the .order .of 800 feet <br />far a length .of abaut 0,75 miles, <br />· In general, there are several instances where the Base Flaad Elevatians shawn an the FIRM <br />panels da nat match the same lacatian an the profiles, It appears that the prafiles are generally <br />carrect <br />· There are several streams within the study area that are currently being madified that will result <br />in revisians ta the existing flaadplains. The .old infarmatian shauld be rescinded and the <br />revised infarmatian shauld be reviewed and designated by the CWCB when appropriate, <br /> <br />;and <br /> <br />WHEREAS, Arapahae Caunty and incarparated cammunities shauld cantinue ta regulate new <br />develapment and canstructian in flaadplain areas an a case-by-case basis based an the infarmatian <br />presented in said new Flaad Insurance Study and Hydralagy Addendwn, .or based an the best available <br />flaadplain infarmatian that is accessible ta the Caunty; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Calarada Water Canservatian Baard in <br />regular meeting assembled in Denver, Calarada, this 24th day .of January 2001, that it daes hereby <br />designate and approve as detailed flaadplain infarmatian the 100-year flaadplain delineatians as listed <br />in Table 2 far Arapahae Caunty and incarparated areas (except far the Tawn .of Calwnbine Valley) <br />cantained in said new Flaad Insurance Study dated August 16, 1995 and said new Hydralagy <br />Addendwn dated January 2001, with included Flaad Insurance Rate Maps; and <br /> <br />6 <br />
