Authorization <br />This study, covering the storm drainage considerations and major <br />drainageway planning for the Hidden Lake and Bates Lake basins, was <br />authorized under the terms of the contract between the Urban Drainage <br />and Flood Control District (U.D. & F.C.D.) and Hydro-Triad, Ltd., dated <br />November 22, 1974. The notice to proceed was received on November 25, <br />1974. The participating or sponsoring governmental agencies, in <br />addition to the U.D. & F.C.D., for this major drainageway planning <br />report are Adams County and the City of Arvada. The mapping of the <br />basin was accomplished under a separate contract between the U.D. & <br />F.C.D. and the Bell Mapping Company. <br />B. Purpose and Scope <br />The study was performed in two parts, Phase A and Phase B. The <br />purpose of the Phase A portion of the study can be summarized as follows: <br />Perform an in-depth evaluation of the hydrological and hydraulic <br />factors of the storm drainage for the Hidden and Bates Lake basins, with <br />primary focus on the major drainageways and floodplains, such that the <br />current problems can be identified and that a series of drainage improve- <br />ment alternatives can be developed and compared. The comparison or <br />rating criteria is based, in part, on cost-benefit aspects, plus <br />legal and environmental impact considerations. A recommended plan <br />for the major drainageways to accommodate the storm runoff up to <br />
