In compliance with the terms of our contract with Larimer County,
dated September 23, 1980, we have completed an engineering study con-
sidering the hydrology and hydraulics of the Cooper Slough and
Boxelder Creek basin and the economics of the proposed alternatives to
alleviate potential flooding problems. The results of the study are
presented in the Cooper Slough Boxelder Creek Master Drainageway
Planning Report. The detailed data and methods of analysis are pre-
sented in the Technical Addendum.

The recommended alternative includes 100-year graSS-lined channels
along Boxelder Creek from 1-25 to Prospect Street and a natural chan-
nel to the confluence with the Cache la poudre River. Improved chan-
nel crossings at Boxelder Creek and Prospect Street, Lake Canal and
Larimer-Weld Ditch are suggested. Along Cooper Slough, two detention
ponds located upstream of Highway 14, one upstream of Colorado and
Southern Railroad and the required storage vol~e upstream of Vine
Drive are suggested. Culvert improvements at Vine Drive and the
- Railroad are required. Downstream of Highway 14, it is necessary to
enlarge Cooper Slough and construct a new channel to parallel Lake
Canal. This requires a new crossing at Sherry Drive and a crossing
under Lake Canal at the Confluence of Boxelder Creek.
