WHEREAS, many people were killed and many others sufIered extensive <br />property damage; and <br /> <br />WHERE.AS. the flood cost the Federal, Sti:\te, and Larimer County governments, <br />as well as private contributors, iI tulal or 56.1 million dollars; and <br /> <br />WHEREAS, the Big Thompson Flood of 1976 was the most recent and most <br />highly publicized major Hood disaster to aClect Colorado, yet it was <br />not a unique event; and <br /> <br />. WHEREAS, throughout Colorado history severe .flooding has occurred regularly <br />in various regions of the State; and <br /> <br />WHI3RIlAS, a comprehensive program of flood plain manaccment can save lives, <br />reduce property damage, and reduce public expenditures resultins <br />from flood disasters; <br /> <br />NOW, TtiERr:.FOI~E, I, Richard b.
