<br />WHEREAS, the approximate stream reaches in Arkansas River basin Subregion ARK-3 <br />with drainage areas less than the lower limit set in the Guidelines for Subregion ARK-3 thereby <br />constitute local storm drainage areas; and <br /> <br />WHEREAS, said new report includes approximate floodplain information for a stream <br />reach in South Platte River basin Subregion SPL-3, as set forth in the Guidelines, in <br />unincorporated portions ofTeller County as they were on September 30, 1988, as listed in Table <br />7, and which has a drainage area greater than the maximum drainage area for Subregion SPL-3; <br />and <br /> <br />WHEREAS, said new report includes approximate floodplain information for stream <br />reaches in South Platte River basin Subregion Sl'L-5, as set forth in the Guidelines, within <br />unincorporated portions of Teller County as they were on September 30,1988, as listed in Table <br />8; and <br /> <br />WHEREAS, a procedure for estimating hydrology information for approximate <br />floodplains for stream reaches which lie within Sooth Platte River basin Subregion SPL-5, as set <br />forth in the Guidelines, has not been established by the Guidelines; and <br /> <br />WHEREAS, said new report includes approximate floodplain information for certain <br />lakes, ponds and reservoirs; and <br /> <br />WHEREAS, a procedure for estimating hydrology information for approximate <br />floodplains of local storm drainage areas, lakes, ponds, reservoirs and overflows from irrigation <br />canals and ditches has not been established by the Guidelines; and <br /> <br />WHEREAS, the floodplains of stream reaches with basins that are not within the range <br />of applicability of the Guidelines, of stream reaches which lie within South Platte River basin <br />Subregion SPL-5 and oflocal storm drainage areas, lakes, ponds, reservoirs and overflows from <br />irrigation ditches may not be designated as approximate floodplain information without a <br />procedure for estimating 100-year peak flows or flood elevations, and the local governrnent <br />understands and agrees that a case-by-case review for flood hazards, including a detailed <br />hydrologic and hydraulic study, is required prior to any floodplain development in those areas; <br />and <br /> <br />WHEREAS, Teller County and the City of Woodland Park have been notified herein of <br />the need for a case-by-case review for flood !1llzards, including a detailed hydrologic and <br />hydraulic study to be performed by a professional engineer, prior to any floodplain development <br />in the floodplains of stream reaches with basins that are not within the range of applicability of <br />the Guidelines, of stream reaches which lie within South Platte River basin Subregion SPL-5 <br />and oflocal storm drainage areas, lakes, ponds, reservoirs and overflows from irrigation ditches; <br />and <br /> <br />12 <br />
