COLORADO 80650 <br /> <br />J~N 29 '90 <br />COL.OAADO w~"W\ <br />CON~.c:n~ <br />anAP'" <br /> <br />~ <br /> <br />January 24, 1990 <br /> <br />Mr. Bill McDonald, Director <br />Colorado Water Conservation Board <br />1313 Sherman St. <br />721 Centennial Bldg. <br />Denver, CO 80203 <br /> <br />Dear Mr. McDonald: <br /> <br />The Town of Pierce is requesting the assistance of the Colorado <br />Water Conservation Board in soliciting the services of the USDA <br />Soil Conservation Service (SCS) in reviewing and analyzing the <br />hydrology of the Spring Creek basin upstream of our Town. <br /> <br />In 1989, the Town contracted the prOfessional services of a <br />consultant to begin a flood control project to provide the Town <br />with loo-year flood protection. We directed the Engineer to use <br />existing basin hydrology which was computed by FEMA in 1976. The <br />SCS completed basin hydrolo~' studies on Lone Tree Creek and <br />upper spring Creek in the 1980's which better considere~ existing <br />basin conditions and flow characteristics. <br /> <br />The Town expenditure for flood control will be considerable, <br />therefore, it is in our best interest to have updated hydrologic <br />values when designing the flood control project. We understand <br />that the Board coordinates the floodplain management studies for <br />State and Federal programs.
