Colorado 80215-5517

Dear Sheldon:

I am in receipt of a floodplain study request from the Town
of Pierce. Colorado (copy enclosed). Your office has conducted
a ~umber of hydrOlogic investigations for the Spring Creek and
Lone Tree Creek basins. Given your agency's knowledge of the
hydrologic characteristics of the study area. I am writing to
request that the Soil Conservation Service (SCS) conduct a
detailed hydrologic investigation for the drainage basin
upstream of the Town of Pierce.

The Town needs this hydrologic data to evaluate the flood
risks to their community and formulate flood protection
measures. We have been in communication with the town engineer
and find that there are some questions regarding the parameters
which were used in the 1976 FEMA study.

From our preliminary studies of the watershed and existing
floodplain features (bridges. embankments. channels. and open
floodplain areas). it appears that the selected design
discharge will be an important element in the formulation of a
feasible project. Therefore. it is of utmost interest to the
town and us that a representative discharge be computed for the
watershed.

The detailed hydrOlogic investigation should develop the
following data:

o Discharge profiles for the 10-. 50-. 100-. and SOD-year
flood events.

o Flood hydrographs for the 10-. 50-. 100-. and SOD-year
flood events.

1839E'"
