<br />Environmental Criteria: Environmental criteria used to develop plans have <br />been established to avoid or mitigate adverse effects of alternative plans and <br />to be consistent with the Nation's environmental values as identified in <br />environmental statues and Executive Orders. The criteria emphasizes <br />protecting, preserving, and enhancing existing environmental values and <br />minimizing unavoidable environmental damages. Areas of specific consideration <br />in the vicinity of Alamosa include: <br /> <br />-Avoiding the removal of brush and woodlands with wildlife habitat value. <br /> <br />-Preserving the productivity of the existing aquatic wetland, and riparian <br />areas; <br /> <br />-Enhancing recreational opportunities; and <br /> <br />-Maintaining project-related water quality in wetland and aquatic areas in <br />the project area. <br /> <br />Social and Other Criteria: Social and other criteria have been established <br />for identification, protection, and preservation of existing historical, <br />archeological, and cultural resources which might be affected by a project. <br />To satisfy these criteria, the plans should have an overall favorable impact <br />on the social well-being of affected interests, and have broad public <br />acceptance. Coordination with interested Federal, State, and local agencies <br />and the effected public is the basic mechanism for assuring that structural <br />and non-structural alternatives meet the social and other criteria. <br /> <br />16 <br />
