The first-of-its-kind partnership effort aims to
implement programs that will not only minimize property damage and danger to humans, but also address other factors
affected by flooding cycles, such as wildlife habitats and the recreational and cultural values of the basin.
"We hope to develop a comprehensive plan for the river basin in a one week period - something that can take years to
accomplish;' said Governor Walter D. Miller. "We're hoping.that by getting everyone together in one place and intensively and
effectively working toward a common vision, we can integrate and move forward with everybody's best solutions:'
The multi-agency, basin-wide approach to planning will allow for the most effective ~azard mitigation at the lowest possi-
ble cost. Additionally, the partnership effort among all levels of government in serving local needs results in shared workplan
development and implementation.
"It's significant in the sense that this is the first time ever that so many agencies have come together in one place with
the single purpose of creating a flood~loss reduction plan;' explained Michael J. Armstrong, Regional Director of the Federal
Emergency Management Agency (FEMA). "This partnership is necessary for the development, budgeting and implementa-
tion of measures that can definitively break the cycle of repetitive damages and, ultimately, keep people and property safe:'
"The workshop will serve as a model for future mitigation projects nationwide;' Armstrong said. "It's another step forward
in our agency-wide initiative to make mitigation the cornerstone of emergency management,"

#

-Ii-
.".

#

(Media organizations are invited to attend any part or all of the workshop.
