Obtain commitments for involve- <br />ment from key decisioll/lIakers. <br />2. Set priorities for the potential <br />solutiollS. <br />3. Develop a list of projects to be done <br />for each solution. <br />4. Set goals for accomplishing <br />each project. <br />5. Locate funding and tecllltical <br />expertise for projects that need it. <br />6. Be practical. <br />7. Evaluate progress. <br /> <br />. <br /> <br />more like a strategy outline than an <br />operational document, it is still <br />difficult to see any measure of suc- <br />cess until one or more of the <br />recommendations is in place and <br />begins to change the negative <br />impacts originally described as <br />problems. Implementation of a <br />multi-objective mitigation effort <br />is an evolutionary process in <br />which one step leads to another, <br />sometimes in unexpected ways. <br />
