STEP 3]
Collect written materials from the teams. Each team should
turn in a computer disk containing all the work done by
that group, in the format specified for the draft plan.

STEP32
Combine the planning teams' written materials imo a draft
plan. If the specified formats have been followed, and back-
ground information prepared in advance, this should
involve putting things in logical sequence, creating an orga-
nizational framework, and polishing up any rough sections.

STEP.n
Get copies made of the finished draft plan for distribution.
This will require making advance
arrangements \\'ith a 24-hour
printing center.

FI FTII DAY OF
THE WORKSHOP

STEP 34
Distribute copies of the draft plan.
Everyone gets about a half hour
to review the plan and to formu-
late questions on implementation.

STEP 35
Have experts stand by to answer Cjuestions on implementa-
tion and funding. State and federal agency representatives
can provide guidance on implementation of plan recom-
mendations to members ofloeal government agencies and
the public. This is not a time to re-debate any issue or poten-
tial solution. This is everyone's opportunity (while all the
agency representatives are there) to find out how to apply
for a particular grant or ,....ho to call for technical assistance
on a given issue. Facilitators and recorders can help direct
people with questions to the right agency representative.

STEP 36
Present the draft plan to local officials. A copy of the final
draft plan is presented to a key
local decision maker, symboliz-
ing the culmination of the plan-
nmg process.

I found this to be a very imeresting
process and there's been a lot of com-
n1tlllication and-more than COlll1lttl-
nication-one heck of a lot of thought
mtd much of it somewhat creative. It's
amazing how mallY different perspec-
tives there are ami what drives those
perspectives, whether it's just concern
aboul the situation, or ecO/wmie imer-
ests, whatever. But we're taking a very
negative thinrflooding and the trou-
ble it causes-and trying to turn it imo
somewhat of a positive thing by com-
bining differel1t ideas like improving
water retention to slow down flooding
mId using that same water retention
area for more wildlife habitat.

.

STEP 37
Have meeting of project partners,
facilitators, recorders, and others.
This is a debriefing and an oppor-
tunity to obtain and offer sugges-
tions for improvements in the
workshop process.
