<br />ColoradoDamageAssessmentHandbook <br /> <br />April 15, 1992 <br /> <br />The legal rights and wishes of the <br />citizen must be respected to every extent <br />possible. <br /> <br />Before an inspection team can officially <br />enter private or non-governmental proper- <br />ty, the owner or owner's authorized repre- <br />sentative (if available) should complete a <br />Right of Entry Agreement allowing such <br />access. This form should accompany all <br /> <br /> <br />Figure 5 . Mobile Home Frame. Limon Tornado <br /> <br />other documents involving damage assess- <br />ment on such property. (see Appendix F) <br />Assessment of damage to residences, busi- <br />nesses and other structures involves a very <br />precise examination of the premise espe- <br />cially if the building is potentially iden- <br />tified for demolition. An Authorization for <br />Building Removal and Building Structural <br />Survey Form will be completed on each <br />examined structure by a team of in- <br />dividuals identifying the health and safety <br />threat created by that structure (see Appen- <br />dix F). <br /> <br />Debris removal from private property can <br />be legally conducted only by the condem- <br />nation process or with the owner or <br />owners authorized representatives's writ- <br />ten consent. If practical an attempt should <br />be made to locate the owner and secure <br />written pennission for such removal. (see <br />Appendix F). Complete and accurate <br />documentation is essential when dealing <br />with private property owners. They will <br />provide a record of actions taken in the <br />event a legal dispute arises. <br /> <br />Initial Damage Assessment <br />Forms and Checklists <br /> <br />The Initial Damage Assessment forms and <br />checklists (see Appendix A) are to be used <br />to get a quick look at the disaster situation. <br />If the disaster area is larger than fIrst an- <br />ticipated, or if the tasks appear to be <br />beyond the capability of local government <br />the second phase of damage assessment <br />starts know as the Preliminary Damage As- <br />sessment (PDA) <br /> <br />Initial Damage Assessment <br />Report <br /> <br />An Initial Damage Assessment Report <br />should be submitted to the Office of <br />Emergency Management (OEM) <br />telephonically as soon as practical after the <br />onset of a disaster emergency situation <br />when it becomes apparent to a local <br />government that outside (state or federal) <br />assistance will be necessary to adequately <br />cope with the situation.
