The overall <br />objective of the projcct is to develop a master plan for <br />modifications to the rcgional flood control systcms in <br />California's Ccntral Valley, integrating cnvironmental <br />restoration into the solution alternatives. This is a 5- <br />year ptogram which began in 1998. <br /> <br />, <br />~I <br />I <br />I <br /> <br />~ <br /> <br />~I <br />o I <br /> <br />1999 Flood Documentation Report <br /> <br /> <br />Montgomery Watson completed 0 post.flood assessment of four <br />flood even~ in the Central Volley, California, <br /> <br />The first elcment of the study, which was complcted in March 1999, is a Post-flood Assessmcnt <br />Report, This report was authorizcd by Congress, and provided assessmcnts of flooding which <br />occurred in 1983,1986,1995 and 1997. Tasks included: <br /> <br />. Historical perspective of how the system (levees, bypasscs, rescrvoir) <br />was constructed and designed to operate, beginning in the 1850's <br />. Description of the current physical facilities, operating rules, design <br />criteria, and competing tracleoffs for operation <br />. Description of the four historical flood cvents in terms of storm <br />characteristics, runoff frequency, and antecedent conditions <br />. Mapped extcnt of flooding from aerial photographs and interviews <br />. Classified causes of flooding, and detetmined if regional or local facilities <br />were involved <br />. Developed "areas at risk" maps based on fEMi\ mapping and historical <br />cxpcnence <br />. Developed depth-damage relationships specific to the types of <br />construction common to the Central Valley in California, including <br />both structural and contents damage <br />. Dcveloped GIS maps and databases <br />.
