By constructing a <br />detention pond, the residents develop a false. sense of security and the <br />County accepts more liability with the perpetual maintenance of the pond <br />area. <br /> <br />He recommend the imolementation of the Pond No. ~., located (';est of Qllaker <br />Street, with the following comments: <br /> <br />(1) The Open ';pace Department is currently studying this <br />site as pclrchase for a neighborhood park. A recreational <br />district 'wuld be formed to maintain the park area. <br /> <br />(2) The detention pond concept could be utilized to controI <br />the rate ,of runoff from the 235 acres a.bove Quaker Street, <br /> <br />(3) The exist Lng culvert installed under Old Golden Road, <br />refer to the "Special Problem" discussion, I-'Ould be <br />extended ~o control runoff from an additional 115 acres <br />South of Old Golden Road. This additional runoff would <br />be routed through Pond No.4. <br /> <br />(4) The relea3e rate from the detention pond can be cantroll'od <br />by the cuLvert size under Qllaker Street and thus the str'oet <br />crossings d01;fflstream can be reduc.ed. <br /> <br />The estimated cost to implement the optimum design is. $302,200.00. This <br />cost incllldes the p'lrchasing of the additional right--of-way requi.r<ed in the <br />solutions recommend=d. <br /> <br />The protection of t'le residences in the fringe area:3 shall rest I.lith the <br />individual o,",-Tfier. ',\e recommend that the mvners i.n tr..ose areas and also along <br />the proposed improvements purchase flood insuranc.e.
