"Parties will be permitted to testify and timefor'.each'will
be allowed as more fully set forth in Section V. The time limits
established by this order will be strictly observed. Parties may
call witnesses endorsed in the Pre-Hearing Statements submitted
to the Board. If a party seeks to offer the testimony of a
witness who has not been endorsed in a Pre-Hearing Statement,
that witness will testify at the discretion of the Board only.

Amended exhibit lists, if any, must be filed with the
Division and mailed to all parties, as set forth in the May 21,
1997 Pre-Hearing Order, by June 13, 1997.

Copies of all exhibits to be presented at the public hearing
shall be submitted by June 13, 1997. Each party shall submit one
complete packet of exhibits to the Division, where they will be
available for inspection and copying at 1313 Sherman Street, Room
215, Denver, Colorado (303-866-3567), and another complete packet
of exhibits to the Office of the Boulder County Attorney, where
they will be available for inspection and copying in the Boulder
County Courthouse, 1325 Pearl Street, Fifth Floor Conference Room
(303-441-3435). In addition, each party shall bring to the
hearing ten copies of the exhibits to be submitted at the
hearing.

Copies of the slides to be presented by Michael Hart at the
hearing are not required, but an accurate description of each one
must be included in Western Mobile's list of exhibits.

v. PROCEDURE

The hearing shall proceed and matters shall be presented as
follows. Time limits set forth in this Order are maximum limits
and shall' be strictly enforced. At the discretion of the Board,
these time limits may be altered, if appropriate.

I. Preliminary Matters

A. The Pre-Hearing Conference Officer will present
this Order to the Board for amendment and/or adoption. At this
time, the Board will also resolve any objections to the content
of this Order.

B. The Board will consider the City of Boulder's
request for postponement of this hearing, as set forth in its
Pre-Hearing Statement and as related to Issues No. 1 and 2,
above.

1. The City of Boulder and the County of Boulder
shall together have 30 minutes in which to present their position
on postponement and on the Board's jurisdiction at this hearing
over proposed changes to the berm.
