<br />I <br /> <br />I <br /> <br />I <br /> <br />SECTION VI <br /> <br />The drawing on Figure 3 is a preliminary idea of what could be done <br />with this land. <br /> <br />CONCEPTUAL RECREATION MASTER PLAN <br /> <br />HIKER/BIKER PATH AND GREENBELT <br /> <br />I <br /> <br />GENERAL <br /> <br />I <br /> <br />greenbelts, a sma 11 park which wi 11 also function as a detention <br />f ac i 1 i ty , and a hiker-biker system that would extend from Wadsworth <br />Bou 1 eva rd to S loa n s Lake. Al so in this reach the City of Edgewater <br /> <br />There are two potential greenbelt areas. The first runs from Bethlehem <br />School (Vance Street) to Pierce Street. The second runs from 20th <br />Avenue to Sloans Lake. In these areas the storm flows are run through <br />an open channel whose right-of-way provides enough space for a green- <br />belt and the hiker/biker path. <br /> <br />I <br /> <br />Right-of-way for the Sloans Lake Drainage Basin improvements provides <br /> <br /> <br />the space and the opportunity to develop much needed recreational <br /> <br />and visual amenities in the area. These amenities could include <br /> <br />I <br /> <br />I <br /> <br />is proposing a park which will be located between Harlan and Gray, <br /> <br /> <br />south of 20th Avenue. The right-of-way for the drainage improvements <br /> <br />will go through this park. <br /> <br />In those reaches where the storm flows are run through underground <br /> <br /> <br />conduit the hiker/biker path will have to be located along the streets. <br /> <br /> <br />There are two instances where this is the case. As the path leaves <br /> <br /> <br />the Detention Pond park it will have to follow Vance Street south to <br /> <br /> <br />Bethlehem School where it will tie into the first greenbelt. The <br /> <br /> <br />second instance occurs as the path leaves the open space south of <br /> <br /> <br />Jefferson High School where it will have to rUn south along Pierce <br /> <br />for one block then turn east on 20th Avenue. I t wi 11 follow 20th <br /> <br /> <br />Avenue until it reaches the second greenbelt area which will take the <br /> <br />path the remainder of the way to Sloans Lake. <br /> <br />I <br /> <br />The drainage right-of-way provides a great opportunity to tie to- <br /> <br /> <br />gether the three parks (the detention facility, Edgewater's proposed <br /> <br /> <br />park on 19th Avenue and Harlan Street, and Sloans Lake); the green- <br /> <br /> <br />belts; and a hike/biker system into one unified recreation resource <br /> <br /> <br />which could have a major impact upon the neighborhoods served. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The Conceptual Recreation Master Plan on Figure 2 shows the location <br /> <br />and relationship of each of the facil ities. <br /> <br />Two basic treatments of the channel/greenbelts are possible: <br /> <br />I <br /> <br />THE DETENTION FACILITY PARK <br /> <br />10 Where the channel is sufficiently wide with enough right-of-way <br /> <br /> <br />the path could be allowed to meander slightly and be located <br /> <br /> <br />on the channel sides. The planting of shrubs and trees should <br /> <br /> <br />still serve basically as screen confined to the top of the <br /> <br /> <br />channe I . <br /> <br /> <br />20 As the drainage right-of-way widens out and the cahnnel becomes <br /> <br /> <br />more of a swale the path should take full advantage of the space <br /> <br /> <br />and allowed to meander more freely in order to create a more <br /> <br /> <br />interesting experienceo In these areas the planting of shrubs <br /> <br /> <br />and trees should also be loosened up and become more naturalistic. <br /> <br /> <br />3. The sketches on Figure 4 are typical examples of these three <br /> <br /> <br />basic treatmentso <br /> <br />I <br /> <br />The Oetention facility provides 7.1 acreS of right-of-way; enough <br /> <br /> <br />space to create a small, neighborhood park. This park would serVe <br /> <br /> <br />as the western focal point for the hiker/biker system shown on the <br /> <br /> <br />Conceptual Recreation Master Planon Figure 2. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />More study is required before definitive recommendations as to exactly <br /> <br /> <br />what type of facilities should be included in this park, but the possi- <br /> <br /> <br />bilities are many and could include such things as picnic tables, <br /> <br /> <br />playground equipment, skateboard track, tot lot, an area for lawn <br /> <br /> <br />games and sporting activities. <br /> <br />I <br /> <br />I <br /> <br />17 <br />
