<br />I <br /> <br />I <br /> <br />I <br /> <br />Table 3 presents a summary of all sub-basin alternatives considered <br /> <br />in this investigation in which a brief identification of each improve- <br /> <br /> <br />ment is made, to include its construction and right-of-way costs <br /> <br />and associated benefit-cost analysis. Also included on this table, <br /> <br /> <br />as an alternative action for each reach, is the "do-nothing" approach <br /> <br /> <br />in which no improvements would be implemented. <br /> <br />Reach A4-A2 <br /> <br />I <br /> <br />The required storm drainage facilities to provide five-year storm <br /> <br /> <br />protection to this reach have been recently constructed. <br /> <br />I <br /> <br />Reach A-A3 <br /> <br />I <br /> <br />SELECTED ALTERNATIVE <br /> <br />As a result of the thorough study and investigation of the Sloans Lake <br /> <br />basin, a combination of Basin Alternatives 1, 2 and 3 was recommended <br /> <br />in the Phase A report. After conducting several public meetings and <br /> <br />holding numerous discussions with the Drainage District, Denver, Edge- <br /> <br />water, Lakewood and Wheat Ridge, the following combination of sub- <br /> <br />basin alternatives were selected: <br /> <br />General <br /> <br />1. Recommend enforcement of flood plain regulations on the <br />lOa-year flood plain. <br /> <br />2. Provide adequate inlets and other structures to insure that <br />flood waters will enter the proposed pipes, culverts and <br />channe 15. <br /> <br />Since the recommendation on Reach A2-A3-B will result in a <br /> <br /> <br />substantial flow reduction in lower Colfax and the fact that the <br /> <br /> <br />Lakewood Gulch flows do impact this area a great deal more than <br /> <br />Sloans Lake discharges, it is recommended that any improvements in <br /> <br /> <br />the lower Colfax area be closely coordinated with the Lakewood <br /> <br /> <br />Gulch study. <br /> <br />I <br /> <br />I <br /> <br />Reach B-D/J <br /> <br />I <br /> <br />No improvements are recommended for this reach. <br /> <br />I <br /> <br />4. Encourage the purchase of flood insurance. <br /> <br /> <br />Reach A2-A3-B <br /> <br />The recently constructed storm sewer in 17th Avenue should be ex- <br /> <br /> <br />tended to the intersection of 16th Avenue and Grove Street to <br /> <br /> <br />alleviate flooding problems in the area. In addition, the inter- <br /> <br /> <br />ception of the entire five year flow at the intersection of 16th <br /> <br /> <br />Avenue and Grove Street would reduce flooding problems and attendant <br /> <br /> <br />facility requirements at Reach A-A3, Lower Colfax, because it <br /> <br /> <br />will divert away approximately 40 c.f.s currently tributary to <br /> <br /> <br />the lower Colfax area. <br /> <br />Reach D-E <br /> <br /> <br />1. Design a 25-year frequency grass lined channel from Sloans <br /> <br /> <br />Lake to Ingalls Street. A greenbelt approach with a combination <br /> <br /> <br />maintenance/hiker-biker trail and side slopes as flat as possible <br /> <br /> <br />should be used. <br /> <br /> <br />2. Conduits at Eaton, Depew and Harlan should be designed for <br /> <br /> <br />25-year frequency flood. <br /> <br />3. The conduit at Sheridan Boulevard will be a 25-year design with <br /> <br /> <br />a maximum lOa-year flood depth over the road of 6". <br /> <br /> <br />4. The block between Harlan and Gray has been acquired by Edgewater <br /> <br /> <br />for a park site. Design of the channel should be coordinated <br /> <br /> <br />with Edgewater to insure maximum use of this block. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />3. Design a five-year conduit between Ingalls Street and Pierce <br /> <br /> <br />Street.
