These measures would tend to minimize potential flood damage <br />through the long term but would not totally eliminate them. Through <br />the flood insurance program, individuals can protect their financial <br />investment by purchasing low cost flood insurance. Enforcement of <br />flood plain regulations will gradually result in the safe redevelop- <br />ment of the flood plain and many benefits will be recognized over a <br />long term. <br /> <br />I <br /> <br />ALTERNATIVES STUDIED <br /> <br />I <br /> <br />I <br /> <br />Three comprehensive alternative plans were studied in the Report on <br /> <br /> <br />Major Drainageway Planning for 510ans lake basin, Phase A. These <br /> <br /> <br />alternatives were developed and studied as remedial measures for <br /> <br /> <br />el iminating or minimizing the flood damages presently associated <br /> <br /> <br />with the Sloans lake basin. The potential flood damages calculated <br /> <br /> <br />for the Sloans lake basin in the Phase A report were relatively high <br /> <br />and generally concentrated in the area west of Sloans lake. Average <br /> <br /> <br />annual flood damages estimated for the total basin amounted to approx- <br /> <br /> <br />imately $637.000.00. The greatest share of these damages, about 41 per <br /> <br /> <br />cent, occur in Reach D-F from Sheridan Boulevard westward to Pierce St. <br /> <br />The damage assessment indicated where improvements are needed from a <br /> <br />BASIN ALTERNATE 2 <br /> <br /> <br />Alternate 2 proposes primarily a structural approach to resolve exist- <br /> <br /> <br />ing flood problems through a combination of a number of corrective <br /> <br /> <br />improvements for various drainageway reaches. The measures suggested <br /> <br />include the installatio~ of new conduit of varying sizes, construction <br /> <br /> <br />of neW grass-lined channel of varying dimensions, modification of <br /> <br /> <br />existing channel to increase capacity, and the modification and adjust- <br /> <br /> <br />ment of numerous street crossings to accommodate various flood flows. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />cJallk10C recluction point of view. <br /> <br />I <br /> <br />Conducting this investigation on a reach-by-reach basis resulted in <br /> <br /> <br />the formulation of a number of sub-basin alternatives which could <br /> <br /> <br />be intermixed, to some extent, to form total basin alternatives. <br /> <br /> <br />After a thorough examination of each reach and numerous discussions <br /> <br /> <br />with the Drainage District Denver, Edgewater, lakewood and Wheat <br /> <br /> <br />Ridge the following combinations of sub-basin alternatives were <br /> <br /> <br />selected for further study. <br /> <br />This alternate also suggests that no improvements be made to several <br /> <br /> <br />reaches due to the relatively low amount of flood damage as compared <br /> <br /> <br />to the high costs for improvements to eliminate existing problems. <br /> <br />I <br /> <br />I <br /> <br />BASIN ALTERNATE 3 <br /> <br />I <br /> <br />BASIN ALTERNATE I <br /> <br />Alternate 3 proposes both structural and detention approaches to <br /> <br /> <br />resolve existing flood problems through a combination of a number of <br /> <br /> <br />corrective improvements for various drainageway reacheS. The measures <br /> <br /> <br />suggested include improvements similar to those contained in Alternate <br /> <br /> <br />2, with the addition of a number of storm water detention ponds through- <br /> <br /> <br />out the basin. These detention ponds conceptually would retain storm <br /> <br /> <br />runoff flows of varying flood frequencies and OVer a period of time <br /> <br /> <br />would completely drain themselves to be void of any standing water, <br /> <br />I <br /> <br />Alternate I proposes that no new action or measures be employed in <br /> <br /> <br />Sloans lake basin. It is designated a "do-nothing" approach, but it <br /> <br /> <br />actually does connote some control. The cities of Denver, lakewood <br /> <br /> <br />and Wheat Ridge do have flood plain regulations which are a require- <br /> <br /> <br />ment to be qualified for flood insurance under the regular flood <br /> <br /> <br />insurance program. Under this and the other alternatives these regu- <br /> <br /> <br />latory measures would continue and Edgewater would adopt regulatory <br /> <br />This alternate also suggests a do-nothing consideration for several <br /> <br /> <br />reaches due to the relatively low amount of flood damage as compared <br /> <br />to the high costs for improvements to eliminate existing problems. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />13 <br /> <br />I <br />
