<br />. 2. <br /> <br />Structural Flood Control Measures <br /> <br />Prohibit the placement of fill, materials and structures which <br />would significantly obstruct flood flows to the potential <br />damage of others or cause potentially damaging debris to be <br /> <br />There are no existing or currently planned flood control structures in <br /> <br /> <br />the,watersheds tributary to the San Juan River and McCabe Creek study <br /> <br />carried downstream. <br /> <br />area. <br /> <br />3. <br /> <br />Protect the public from the burden of avoidable financial <br /> <br />expenditures for flood control projects and flood relief <br /> <br />measures. <br /> <br />RECOMMENDATIONS <br /> <br />The following recommendations are included for consideration in reducing <br />potential flood damages. <br /> <br />4. Prevent avoidable business and commerce interruptions. <br /> <br />5. <br /> <br />Minimize damages to public utilities, streets and, bridges. <br /> <br />6. Minimize victimization of unwary home and land purchasers. <br /> <br />7. <br /> <br />Minimize the pollution of water by prohibiting the disposal of <br /> <br /> <br />garbage and other solid waste materials in flood plains. <br /> <br />Flood Insurance <br /> <br />The town of Pagosa Springs and the unincorporated areas of Archuleta <br /> <br /> <br />County are participating in HUD's National Flood Insurance Program. <br /> <br /> <br />Flood insurance is available to owners and occupants of all buildings! <br /> <br /> <br />mobile homes and their contents. <br /> <br />- 23 - <br /> <br />1. <br /> <br />The town of Pagosa Springs and Archuleta County should submit <br />this Flood Hazard Analyses to the Colorado Water Conservation <br />Board for designation and approval. <br /> <br />2. The town of Pagosa Springs and Archuleta County should develop <br /> <br /> <br />a master drainage plan for the study area and watersheds which <br /> <br /> <br />are tributary to the study area. <br /> <br />3. <br /> <br />Several existing road crossings obstruct flows during flood <br /> <br /> <br />stage. Remedial measures to existing obstructions, and future <br /> <br /> <br />road crossing design and locations should be compatible with <br /> <br /> <br />the master drainage plan. <br /> <br />4. <br /> <br />Conduct periodic Inspections of the Flood Regulatory Area to <br />assure conformance with permissible uses. <br /> <br />- 24 - <br />
