Environ- <br /> <br /> <br />mental and social costs and benefits could be included. <br /> <br /> <br />Finally, the report covers a number of legal questions associated <br /> <br /> <br />with the project implementation and financing. There are a number of . <br /> <br /> <br />hurdles to be overcome in this area and the discussion seeks to highlight <br /> <br /> <br />these problems in the interest of identifying the hurdles so that imple- <br /> <br /> <br />mentation can be facilitated. <br /> <br /> <br />There have been several working papers prepared under this project, <br /> <br /> <br />They are listed as references at the end of this chapter. Recent acti- <br /> <br /> <br />vities of the Urban Water Resources Research Council of the American <br /> <br /> <br />Society of Civil Engineers (ASCE), together with efforts of several <br /> <br /> <br />individuals have resulted in a number of research and applied publica- <br /> <br /> <br />tions regarding urban drainage and flood control. An early comprehensive <br /> <br /> <br />work was the report by the American Public Works Association (APWA) in <br /> <br /> <br />1966 entitled, "Urban Drainage Practices, Procedures, and Needs" [2]. <br /> <br /> <br />This report, prepared under the guidance of the APWA Urban Drainage <br /> <br /> <br />Committee contains nineteen suggestions for research needs. Of these, <br /> <br /> <br />some ten are directly concerned with methods of implementing and finan- <br /> <br /> <br />cing urban drainage and flood control projects, an important problem <br /> <br /> <br />area for the public works official. The Urban Drainage and Flood <br /> <br /> <br />Control District helped sponsor a comprehensive UDFC Criteria Manual <br /> <br /> <br />which has been widely adopted 14]. Also, a recent comprehensive study <br /> <br /> <br />sponsored by the Denver Regional Council of Governments has produced <br /> <br /> <br />some useful UDFC reports [3]. <br /> <br />14 <br />
