.

NORTH DENVER SOUTH PLATTE RIVER RESTORA nON
AUGUST 18, 1997

These projects are two major components of Denver's South Platte River Corridor Project
under the Mayor's South Platte River Commission. Many City agencies are actively
involved, including Public Works, Wastewater, Parks and Recreation, Asset
Management, Planning, Community Development, the Mayor's Office of Economic
Development, and the Mayor's Office. Urban Drainage and Flood Control District is
lead for River Restoration design, with Wastewater Management overseeing construction.

A task force with broad participation meets regularly to identify and resolve issues and
coordinate the projects. Many neighborhood meetings have been held to gain input.

NORTH DENVER RIVER RESTORA nON
The North Denver River Restoration Project covers the 1.3 miles of the South Platte
River from 38th Street to Franklin Street, and just north to the Burlington Ditch. Phase I
of the river project covered a 2000 foot stretch south from Franklin Street. It was
completed in Spring 1997, and included a flood control levee, channel and bank
improvements, revegetation for improved habitat, and a new recreational trail. This was
the last remaining piece of the original Greenway Trail to be constructed through Denver.

.

Phase II of the River project will extend from 38th Street north one mile north to the edge
of Phase I. The design is complete, and construction is expected to begin in September,
1997. Phase II should be completed in early summer 1998. It will include flood control,
channel, bank and habitat improvements, and a new recreational trail. The Greenway
Trail will be closed through this area during construction.

The preliminary design for Phase III has been completed, with final design scheduled for
completion in Spring 1998. Construction start on Phase III is anticipated for Fall 1998,
with completion in early 2000. Phase III includes significant channel work from just
upstream of Franklin Street to the Burlington Ditch, a new trail going under Franklin
Street and across the river, and relocation of the Burlington Ditch intake.

The overall cost for the River Restoration Project is estimate at $IOM, coming from
Denver Wastewater, Urban Drainage and Flood Control District, Denver Community
Development Agency (HUD CDBG), Great Outdoors Colorado, and Denver Parks and
Recreation sources.

.

NORTHSIDE TREATMENT PLANT REDEVELOPMENT
The 52 acre Northside Treatment Plant (NTP) and adjoining 18 acre stormwater detention
pond are being redeveloped. The components of the Northside Treatment Plant plan that
are eover~d in this overview are the ASARCO cleanup, demolition and asbestos removal
of the treatment plant facilities, Colorado National Guard Armory construction, the 51 st
Ave replacement road from Washington to Franklin Streets, a 13 acre park with potential
Soccer Academy, the Heron Pond Preserve Wildlife Refuge at the Regional Stormwater
