<br />II. EFFECT UPON THE ENVIRONMENT <br /> <br />A. Air Pollution <br /> <br />The project will minimize air pollution by the following: <br /> <br />1. The PMH townhouses will not have fireplaces both to <br />reduce air pollution and construction cost. <br /> <br />2. The free market units will be covenant to glass-enclosed <br />recirculating fireplaces and stove-fireplaces which are <br />significantly less polluting than conventional open- <br />faced fireplaces. <br /> <br />3. The new development is located within convenient walk- <br />ing distance to the bus stop to encourage public transit <br />use. <br /> <br />4. The front portion of Watson Divide Road will be paved <br />resulting in reduced road dust pollution which is the <br />most typical pollutant in rural airsheds. <br /> <br />B. Water Resources <br /> <br />Based on the 1979 referral letter of the State Engineer,. <br />Division of Water Resources (Appendix), the application will <br />have no detrimental impacts on water resources. <br /> <br />As described, at a minimum 42 of the 45 new units and po- <br />tentially all of the new units will be connected to the <br />central water system. The central system has an ample water <br />supply from existing wells. Additionally, new development <br />will not decrease the supply of water for the continued <br />irrigation of the presently irrigated pastures. Continued <br />irrigation will maintain groundwater recharge at its present <br />level. <br /> <br />C. Energy Conservation <br /> <br />The townhouse units have good sun orientation to take <br />advantage of solar assistance. However, at this ti~e the <br />applicant has no specific proposals for active or passive <br />features because of the uncertain cost add-on for the PMH <br />units. The applicant will examine any energy conversion <br />measures proposed by the County Housing Authority. <br /> <br />D. Open Space <br /> <br />The 45 unit density for the project is derived from the 450 <br />acres of the property zoned AF-l. This large lot zoning and <br />the clustering of the townhouse sites adjacent to Aspen <br />Village provides extensive open space. However, the open <br />space most relevant to the project is the preservation of <br /> <br />- 14 - <br />
