Stanton
Sr. Water Resource Specialist
Dept. of Natural Resources
Colorado Water Conservation Board
823 State Centennial Building
1313 Sherman Street
Denver, CO 80203

Dear Mr. Stanton:

This letter is to provide you with more detailed information
on the 1980 Aspen Village Growth Management Plan application
to Pitkin County than is found only in the application.
Specifically, I wish to address the floodplain concerns you
identified in your 1979 referral letter for the 1979 Aspen
Village application. (See Appendix for letter.) Plans of
the 1980 application are attached for your review.

As illustrated in the "Riverfront Homesites Plan," the 1980
application is again proposing riverfront homesites for
design, financial, marketing and technical reasons. How-
ever, the intent of both the 1979 and 1980 plan is to only
locate homesites outside and sufficiently back from the 100-
year floodplain boundary. To insure this intent, and as
stated in the application, the applicant will retain Wright-
McLaughlin Engineers to prepare a Detailed Submission site
specific guidelines/ recommendations report for the river-
front homesites. If the Wright-McLaughlin Engineers report
recommends any of the homesites should be eliminated, we
will do so prior to Detailed Submission.

To assist in your 1980 review of the application, I wish to
address the points you raised in 1979.

1. The riverfront homesites have been repositioned based
on the plotted 100-year floodplain boundary designated
in the Wright-McLaughlin Engineers report, "Floodplain
Information Report, Roaring Fork River," August, 1976.
The repositioned homesites have also been checked
against the "profile elevations" of the report as you
recommended.

j\urLh of \ell nuilJing
P.O.
