location is a desirable location for em~loyee housing
due to:

A. The Village already supports a cent~r of employee
housing in the 148 unit mobile home park. The
park has convenience shopping in th~ Roaring Fork
Grocery; is serviced by the Pitkin County bus
system; has a self-contained water and sewer
system; and offers existing recreational facili-
ties. It is the applicant's unders~anding that an
overriding objective of the GMP, especially in
the down valley area, is to locate growth near
existing public and private facilities to take
advantage of these facilities. Expansion of Aspen
Village is consistent with this objective.

B. Employee surveys conducted over the past years
indicate some employees prefer to live in a
downvalley location if ownership housing could be
provided at a lower cost. The surveys also indi-
cated some employees prefer the downvalley location
to miss the crowded tourist conditions of Aspen
and Snowmass, and to be closer to open surrounding
areas.

2. The applicant will expend approximately S300,000 to
upgrade the existing central water and sewer system,
and the fire protection facilities currently servicing
the trailer park. The self-contained system is the
only central system between Snowmass and Basalt. The
upgrading of the system will improve ser~ice for both
the existing mobile home park residents and new residents.
The applicant acknowledges not all the proposed units
will be connected to the central system due to technical
and cost reasons, but approximately 90% ~o 95% of the
proposed units will be connected. The applicant feels
this proposal is a significant improvement over other
downvalley applications which are restricted to stan-
dard individual well and septic systems.

3. The applicant will expend approximately S90,000 to
relocate the 9 mobile home units in Aspen Village off
the edge of Highway 82 to another location internal to
the park to improve the visual quality of the highway
corridor.

4. The applicant will expend $15,000 to construct new
recreational facilities for the PMH cluster and for use
by the mobile home park residents. Existing recrea-
tional facilities already include a ball Iield, swim-
ming pool and recreation club room. No other down-
valley location can match this provision of recreational
facilities.

- 4 -
