<br />Ire 1966, foLowcLng the disast:rous Colorado floods of 1965, the <br />Colorado General hssembly passed House Bill 1007 providin] for desig- <br />nation of floodp12ins by the Colorado Water Conservation ~oard so <br />that local governmen+:s could regulate and control land uses in flood <br />hazard areas under their police powers. <br /> <br />In 1968 Congress passed the National Flood Irsurance Act pro- <br />viding for flood hazard insurance and amended it in 1969 to include <br />mudslides (mudflm.!s) This early federal insurance program C.~as <br />entire~.y voluntary and t.here was almost no participation by resi- <br />dents of flood-prone areas.
