Tour the floodplain, using the floodplain tour <br />checklist as a guide. <br />b. Meet with lenders, using the lender checklist as a <br />guide. <br />c. Meet with local officials, using the local <br />official's checklist as a guide, <br />eo Examine the community's permit files, using the <br />permit file checklist as a guide. <br />f. Summarize issues identified during the visit, using <br />the CAPE summary checklist as a guide. <br /> <br />Phase III: Final Report preparation. <br /> <br />Phase IV: Correspondence Preparation. <br /> <br />Phase V: Implementation of Report Recommendations. <br /> <br />Phase I: CAPE Preparations. <br /> <br />A. Confirm Community Selection: The CAPE reviewer's initial <br />action is to confirm the validity of the community selection <br />process by contacting the local representative for a brief <br />interview. There are several circumstances under which a <br />proposed CAPE should not be pursued. First, in the period <br />between community selection and CAPE initiation, the issue <br />supporting selection may have been resolved. Second, the <br />data upon which the selection was made, e.g., number of <br />permits or variances, may prove inaccurate. Third, contact <br />with the local representative may indicate the need for <br />technical assistance, rather than a CAPE. CAPEs are <br />time-consuming and costly and each FEMA Region includes <br />hundreds of communities in need of evaluations. Therefore, <br />before investing time in detailed preparation for the CAPE, <br />the reviewer should contact the local representative and <br />confirm the need for the visit. This contact also provides <br />the opportunity for scheduling the meeting, but the interview <br />described in I-K should not be held at this point, although <br />it too should be scheduled. The preparations described below <br />need to be completed prior to holding the interview described <br />at I-K. <br /> <br />8, Complete the CRF Cover Sheet: As soon as meeting <br />arrangements have been made with the local contact, fill in <br />the scheduled date along with the other information on the <br />cover page. <br /> <br />C, Review The Documentation Checklist: This checklist, the <br />first on the CRF, will be used throughout the CAPE as a <br /> <br />- 3 - <br />
