<br />- 2 - <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />As a CAPE reviewer, you will need to initiate each CAPE with <br />the following in mind: <br /> <br />The reason the community was selected. <br /> <br />The community's familiarity with floodplain <br />management and the NFIP. <br /> <br />Your familiarity with the community, <br /> <br />The physical setting of the community - its hazard, <br />floodplain occupancy, land use pattern, growth pressure, <br />etc. <br /> <br />The people involved - attitude toward land use <br />regulation, experience with flooding, technical <br />competency, role in the development process, etc. <br /> <br />only by combining this background with the specifics gathered <br />in your preparation and performance of the CAPE, will your <br />Final Report adequately characterize a community's <br />implementation of the NFIP. <br /> <br />Outline of Activities <br /> <br />The CAPE has four distinct phases: preparations, the visit, <br />reporting and follow-up. The following outline will <br />familiarize the reviewer with the tasks to be performed under <br />each phase. These tasks are described in detail in <br />subsequent sections. <br /> <br />Phase I: CAPE Preparations <br /> <br />a. Confirm community selection. <br />b. Complete the CRF cover sheet. <br />c. Review the documentation checklist. <br />d. Begin compiling a list of sites to be visited <br />during the floodplain tour and a list of issues to <br />be pursued during the CAPE meetings, <br />e. Familiarize yourself with the community. <br />fo Review the community profile checklist, <br />g. Review the community docket file. <br />h. Review the community's ordinance. <br />i. Complete the community profile checklist. <br />j. Identify and interview selected contacts. <br />k. Complete the telephone interview and meeting <br />arrangement checklist, <br />I. Call CSC contact to identify local insurance <br />agents. <br />m. Summarize issues identified during CAPE <br />preparation. <br />n. Send meeting confirmation letters. <br />o. Compile materials and equipment for visit. <br />
