<br />I, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />-. <br /> <br />FEMA/STATE COORDINATION OF CAPEs IN FISCAL YEAR 85 <br /> <br />The goal of this effort is to establish the long-term capability <br />for States to include CAPE performance among their growing range <br />of floodplain management activities. These guidelines and the <br />attached CAPE Reviewer's Guide and Form have been prepared to <br />assist, in meeting this goal. <br /> <br />FEMA CAPE COORDINATOR <br /> <br />During FY-84, FEMA and the States worked together to prepare <br />these guidelines. Mark Matulik from Colorado and Mary Lou <br />Soscia from Wyoming worked with Tim Maywalt of FEMA to develop <br />them. They are based on the results of a survey of the most <br />effective techniques used by FEMA's Regional Offices and many <br />States that have been performing CAPEs since the 1970s. Because <br />of this background, Mr. Maywalt has been assigned the <br />coordination role in this year's CAPE program. The CAPE <br />Coordinator's responsibilities include providing training on <br />CAPE performance, attendance at initial State CAPEs, revieWing <br />and transmitting State work products to FEMA Central Office, <br />responding to inquiries and requests for assistance, assisting <br />in the selection of CAPE follow-up strategies, especially where <br />enforcement problems are identified, and evaluating the FY 85 <br />program upon its completion. We encourage the states to seek <br />the assistance of Mr. Maywalt as questions arise during this <br />first-year effort. Because of their unique perspectives as <br />State representatives, we also encourage you to work closely <br />with Mr. Matulik and Ms. Soscia over the coming year. <br /> <br />COMMUNITY SELECTION <br /> <br />FEMA will identify CAPE communities using two sources of <br />information: first, numerical and other data describing the <br />community's hazards, its development and its loss potential <br />(number of flood insurance policies in force and claims, <br />population in the entire community and its floodplain, <br />population change from 1970-1980, numbers of structures in the <br />floodplain, permits and variances, and CAPE historyl; second, <br />information from state and other sources identifying specific <br />issues that suggest the need for a CAPE (reported compliance <br />issues, significant development pressure or map inadequacies, <br />request for reinstatement of a suspended community, etc.). A <br />mutually acceptable final list will be compiled by early <br />October. <br /> <br />TRAINING <br /> <br />Two forms of training will be provided to familiarize State <br />representatives with the CAPE process. First, a training <br />session will be held on October 25 in Boulder, Colorado. The <br />attached CAPE Reviewer's Guide will be the primary training <br />
