BIII.ONE ImnduCUon 1.1 PURPOSE OF STUDY The purpose of this study is to summarize specific flood events that occurred throughout Colorado during 2001 by perfonning data collection, data analysis, report writing and other tasks, 1,2 AUTHORIZATION This study was authorized by the Colorado Water Conservation Board (CWCB) under Section 37-60-106 (I) (c) ofthe Colorado Revised Statutes, Under this statute, the CWCB has the power and duty "to devise and formulate methods, means and plans for bringing about the greater utilization of the waters of the state and the prevention of flood damages therefrom." 1,3 GENERAL STUDY AREA DESCRIPTION The CWCB initially identified a number of individual flood events during the flood season, July through September of 2001. The identified events were located along the Front Range, in the eastern plains, and in western Colorado, Table 1.3-1 shows the identified areas included in this study, and Figure 1.3~ 1 provides a map of Colorado showing the identified flood areas investigated for this study, Table 1.3-1 2001 Identified Flood Events Location Type of Flooding Date(s) of Flooding Colorado Springs Highway interchange flooded August 31, 2001 due to pump lift station failure, Greeley Significant flooding due to July 13,2001 severe localized stonn, Holyoke Minimal flooding, but crops September 7, 2001 damaged from hail. Meeker/Rio Blanco County Several stonns over many mid-July to late August, 2001 weeks caused moderate flooding throughout the County, New Castle Significant flooding from August 14,2001 mudslides due to a severe localized stonn. Palisade/Grand Valley Moderate storm produced September 13,2001 mudslide affecting roadways. Telluride to Placerville Significant flooding due to August 8, 2001 (San Miguel County) severe localized storm.
