CONTINUED PLAN MAINTENANCE Successful implementation of a flood preparedness plan during a flood requires a high level of communication, cooperation, and coordination among public and private entities. preparedness activities are the responsibilities of the local government (City of La Junta and Otero County Officials in this case), along with private individuals and businesses that are located within the different floodplains. All should be at a level of readiness sufficient to effectively deal with a flood be~Qre a flood event occurs. Preparedness should start with a thorough familiarity with all sections of this report. City and County officials, along with their administrative personnel should be fully informed of expected actions. The following paragraphs describe activities necessary in maintaining a community level of preparedness. 1. Administrative - The City of La Junta Mayor has overall respons~b~l~ty for preparedness activities within the City of La Junta. For the North La Junta area, the responsibility rests with the Otero County Commissioners. 2. Traininq - Each agency and organization with a designated role J.n this plan should be familiar with its responsibilities before an Arkansas River flood emergency. The Director of each designated agency is assigned the task of familiarizing their staff with the plan including their individual responsibilities in fulfilling response actions. The main purpose of advance training is to have a workable, fluid system with capable people in responsible positions. A smoother operation will occur if each agency is trained and aware of its assignments pr;or to a flood emergency. Participants are urged to receive raining and make available new information and technological advances so that it may be incorporated into a revised plan. Assistance with the training effort can be obtained from the Otero County Coordinator. 3. Exercise and Drills - To demonstrate preparedness, this plan should be exercJ.sed on an annual basis. The minimum exercise should consist of a test drill of the communications network as described on Figure 5 entitled Flood Warning Dissemination Plan. The plan may be fully exercised by developing a hypothetical emergency and then simUlating all aspects of agency response. La Junta and Otero County Officials are responsible for developing and implementing any exercise of the plan with assistance provided from all involved agency Directors. 4. Plan Maintenance - To keep the plan current, it should be revJ.ewed perJ.odJ.cally. Factual inf~tion (names, titles, addresses, phone numbers, etc.) must be verified. Any changes should be entered on replacement pages, dated and identified, and distributed to all plan holders. Appendix J is a list of offices and organizations that received a copy of this plan.
