CONTINUED PLAN MAINTENANCE <br /> <br />Successful implementation of a flood preparedness plan <br />during a flood requires a high level of communication, <br />cooperation, and coordination among public and private <br />entities. preparedness activities are the responsibilities of <br />the local government (City of La Junta and Otero County <br />Officials in this case), along with private individuals and <br />businesses that are located within the different floodplains. <br />All should be at a level of readiness sufficient to <br />effectively deal with a flood be~Qre a flood event occurs. <br /> <br />Preparedness should start with a thorough familiarity <br />with all sections of this report. City and County officials, <br />along with their administrative personnel should be fully <br />informed of expected actions. <br /> <br />The following paragraphs describe activities necessary <br />in maintaining a community level of preparedness. <br /> <br />1. Administrative - The City of La Junta Mayor has <br />overall respons~b~l~ty for preparedness activities within the <br />City of La Junta. For the North La Junta area, the <br />responsibility rests with the Otero County Commissioners. <br /> <br />2. Traininq - Each agency and organization with a <br />designated role J.n this plan should be familiar with its <br />responsibilities before an Arkansas River flood emergency. The <br />Director of each designated agency is assigned the task of <br />familiarizing their staff with the plan including their <br />individual responsibilities in fulfilling response actions. <br /> <br />The main purpose of advance training is to have a <br />workable, fluid system with capable people in responsible <br />positions. A smoother operation will occur if each agency is <br />trained and aware of its assignments pr;or to a flood <br />emergency. Participants are urged to receive raining and make <br />available new information and technological advances so that <br />it may be incorporated into a revised plan. Assistance with <br />the training effort can be obtained from the Otero County <br />Coordinator. <br /> <br />3. Exercise and Drills - To demonstrate preparedness, <br />this plan should be exercJ.sed on an annual basis. The minimum <br />exercise should consist of a test drill of the communications <br />network as described on Figure 5 entitled Flood Warning <br />Dissemination Plan. The plan may be fully exercised by <br />developing a hypothetical emergency and then simUlating all <br />aspects of agency response. <br /> <br />La Junta and Otero County Officials are responsible for <br />developing and implementing any exercise of the plan with <br />assistance provided from all involved agency Directors. <br /> <br />4. Plan Maintenance - To keep the plan current, it <br />should be revJ.ewed perJ.odJ.cally. Factual inf~tion (names, <br />titles, addresses, phone numbers, etc.) must be verified. Any <br />changes should be entered on replacement pages, dated and <br />identified, and distributed to all plan holders. Appendix J is <br />a list of offices and organizations that received a copy of <br />this plan. The list should be used when new revisions to this <br />plan are distributed.
