Exhibit A Scope of Services Statewide Drainage and Floodplain Management Criteria Manual Colorado Water Conservation Board April25~ 2001 Consultant For the purposes of this Project, the consulting engineer (Consultant) shall be the firm of WRC Engineering, Inc., a Colorado Corporation. The Colorado Water Conservation Board (CWCB) is the project sponsor. Funding for this project will be provided from 2 separate sources. A total of $50,000 will be paid to the consultant for FY 00-01 (period ending June 30, 2001) from the Severance Tax Operational Account. Beginning July 1, 2001 a new contract will generated for the remainder of the professional service fees ($75,000) for the Consultant that is to be paid from FEMA funds and other sources. SummarvofReQuested Work The Consultant shall perform all necessary research, analyses, report writing, coordination, and other tasks necessary to produce phase one of a two phase Drainage and Floodplain Management Criteria Manual for the State of Colorado (Manual or Project). This document will help guide local floodplain administrators, government engineers, consulting engineers, developers, and others with drainage and floodplain related projects. In addition, it will help provide some consistency in methodological approaches to flood hydrology and other technical aspects of drainage and floodplain studies and projects. Authoritv According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water Conservation Board has the power and duty: "... to devise and formulate methods, means and plans for bringing about the greater utilization of the waters of the state and the prevention of flood damages therefrom " Proiect Location The Project area is within political boundaries of the State of Colorado. In general, existing programs and criteria manuals already adopted at local and district levels will not be superceded by the CWCB's proposed statewide manual. For.example, the urban stonnwater Drainage Criteria Manual published by the Urban Drainage and Flood Control District will not be overridden by the state manual. However, many communities and rural counties in Colorado have not developed or adopted criteria manuals, and are experiencing unprecedented growth and development. The geographical focuses of the manual will therefore be those areas of the state that do not already have adequate local drainage and floodplain management criteria.
