,

at such inte~ediate time as may be necessary to insure the best
possible care of the ditches. Immediate steps shall be taken to
correct dangerous conditions disclosed by such inspections.
Regular maintenance repair measures shall be accomplished during
the appropriate season as scheduled by the superintendent.

3-05. Effluent Discharge Line. Sewage from the city of Las
Animas is treated in four lagoons. Effluent is discharged from
the northeast lagoon into the river throught a 12-inch C.I. pipe
that crosses the south levee at Sta 392+00. The portion of the
pipe under the levee is concrete encased to preclude leakage.

a. Operation. During periods of high flow in the river, the
flap valve at the pipe end is closed and the effluent must be
diverted into a drain ditch. The diversion is accomplished by
means of a Y with a gate valve on each of its branches. When
high flows occur, the valve on the main line will be manually
closed and the one on the branch opened, diverting effluent into
the drain ditch. When the water recedes, the valve on the branch
will be closed and the one on the main line reopened.

b. Maintenance. It shall be the superintendent's responsi-
bility to inspect the effluent discharge line immediately fol-
lowing periods of high flow in the river and prior to and fol-
lowing the flood season to be certain that no leakage is occur-
ring and that the valve arrangement is functioning correctly.

III-6
