A very important aspect of the master <br />plan is to allow design of specific sections with assurance that the <br />construction will be compatible with future design in other areas, thus <br />rendering phased construction possible and practicable, <br /> <br />I <br /> <br />Even if structures matching those contemplated in the report are used <br />for final design, major changes in the conditions shown on the master <br />plan may occur. Therefore, the plan should be updated to reflect each <br />new stage In construction. <br /> <br />I <br /> <br />I <br /> <br />Any major changes in final design, such as increasing velocity in a <br />channel, may result in major modification to the master plan being <br />necessary. Downstream design discharges may be increased, or upstream <br />storage requirements increased to maintain discharge values at the fig- <br />ures originally contemplated. In any event a careful analysis must be <br />made to evaluate necessary modifications which may be caused by major <br />final design changes. <br /> <br />I <br /> <br />I <br /> <br />Accuracy of Mappinq. <br /> <br />I <br /> <br />The accuracy of the Drawings presented is compatible with the require- <br />ments of master planning and fiood plain definition. All base mapping <br />was made specifically for this assignment, and has two-foot contour <br />in te rva Is. <br /> <br />I <br /> <br />Greenbelt Use. <br /> <br />I <br />I <br /> <br />In addition to providing a needed outfall for drainage originating in <br />the urbanizing area, the channels have significant potential for green- <br />belt purposes. The City should consider including some of the water- <br />ways in its greenbelt program. <br /> <br />. <br /> <br />The entire master plan should be reviewed from the standpoint of future <br />greenbelt, open space, and recreation needs of the community. Wherever <br />possible, joint uses should be identified and included in detailed plan- <br />ning and programs. These true benefits need to be analyzed and accounted <br />for in the financing strategy. <br /> <br />I <br /> <br />Master Plan Summary <br /> <br />I <br /> <br />The Master Plan for Major Drainageways in South Boulder as described in <br />this section of the report and as shown on the drawings would represent <br />a very significant and major undertaking in the Boulder area. While <br />critics would probably say that the planner was too ideal istic and per- <br />haps too optimistic In bel ieving that such a plan might ever be under- <br />taken, the point needs to be made that the master planning fits the pol icy <br />and design criteria of the Urban Storm Drainaqe Criteria Manual, Further- <br />more, it must be real ized that too I ittle ideal istlc and optimistic <br />planning for our urban areas throughout the United States has been done <br />in the past. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />
