The old channel of Bluebell Canyon Creek east of 15th Street pre- <br />sently provides only esthetic benefits, and this function will con- <br />tinue with flood flows eliminated from this channel. <br /> <br />2. The decision to utilize street capacity for carrying flood waters <br />was made to reduce the size of the Mariposa Avenue conduit. <br /> <br />3. The planners felt that it was important to not disturb the land- <br />scaping adjacent to Baseline Road on the University Campus, and it is <br />believed that the plan has been successful in this regard. <br /> <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br /> <br />4. The channel paralleling 28th Street will provide many urLan drain- <br />age benefits to the University because It will provide a logical <br />outfall channel for future storm sewer systems. The channel also <br />makes the land east of 28th Street less subJect to flooding. <br /> <br />5. It is believed the 28th Street portion of the channel will provide <br />an excellent opportunity for a pedestrian way in a north-south <br />direction which can be tied to the Wellman Canal path, and then <br />to Skunk Creek and Bear Canyon Creek. <br /> <br />Skunk Creek <br /> <br />1. The plan for Skunk Creek provides a reasonable solution to the long <br />existIng flood hazard at the Environmental Science Services Adminis- <br />tration laboratories. <br /> <br />2. <br /> <br />The upper pond system with permanent pools will provide ESSA <br />with an excellent backyard recreational area and lunch spot. <br />excavated material from these ponds can be beneficially used <br />structlon. <br /> <br />employees <br />The <br />for con- <br /> <br />I <br /> <br />3. The extensive ponding on Skunk Creek upstream from the Turnpike is a <br />necessity If the existing box culvert under the Turnpike is to serve <br />Its necessary function without beIng '.nlarged or replaced. <br /> <br />I <br />I <br />I <br /> <br />5. The channel work between Baseline Road and the Wellman Canal wi 11 <br />require much care In the final design to obviate interference with <br />the existing development. A strong attempt has been made to minI- <br />mize the need for additional right-of-way in that reach. The lower <br />portion of Skunk Creek can provIde an excellent opportunity for a <br />hIking and bicycle path, and this path, when connected to the Wellman <br />Canal route and the Bluebell Canyon Creek channel will provide bI- <br />cycle and hiking connections between several portions of the C.U. <br />campus. <br />
