<br />45 <br /> <br />David's Draw. The master plan for David's Draw calls for no improvement <br />to the channel. The waterway would be flood plained only. Later, when <br />development pressures occur, plans might be made for SOme modification <br />of the outlet under Highway No. 93. However, the ponding is important <br />just west of the Highway and consideration should be given to retaining the <br />ponding area in the flood plain to keep downstream discharges minimized. <br /> <br />SPECIAL COMMENTS ON CHANNEL PLANNING <br /> <br />It is sometimes easier for the reader to fully understand the Master Plan <br />Drawings if background information is presented which helps elucidate the <br />planning decisions. The following paragraphs are presented with this in <br />mi nd. <br /> <br />Greqory Creek <br /> <br />1. The well-defined channel of Gregory Creek from Flagstaff Road to <br />about College Avenue lends itself well to the flood plain zonIng <br />concept rather than massive channel reconstruction. <br /> <br />2. The numerous driveway and road fills which have been improperly <br />constructed across this upper channel reach have created signi- <br />ficant flood problems, but these can be overcome with prudent re- <br />construction of culverts and the addition of bridges. <br /> <br />3, The basic planning concept on Gregory Creek was to do only what <br />was necessary to keep the water In the gulch and to reduce its <br />tendency to follow the street system in an uncontrolled manner <br />where it would cause maJor damage. <br /> <br />4. In final deslgn, some additional attention must be given to channel <br />stability in the flood plalned reaches to Insure against erosion <br />of the channe I. <br /> <br />5. The upper portion of Gregory Creek contains some reaches with <br />heavy overgrowth of brush and some weak trees. Some c.learing <br />and snagging Is necessary here to reduce the debris problem. <br />This work can be undertaken without waiting for proJect con- <br />struction. Clearing would not mean disturbing the natural <br />armoring in any way. <br /> <br />6. Maintenance of the Gregory Creek streamside amenities can be <br />accomplIshed with the chosen plan, which includes the high velocIty <br />culvert In 7th Street. <br /> <br />7. The old channel of Gregory Creek downstream of 7th Street should <br />be maintained for local drainage purposes and improved in some areas. <br />The old channel should not be allowed to deteriorate any further, <br />and issuance of building permits should be made carefully along <br />this channel. <br />
