<br />1.0 Introduction <br /> <br />This feasibility study was conducted by the Colorado Water <br />Conservation Board for the Town of Pierce as requested by their <br />letter dated July 13, 1988 which is shown as Exhibit], <br /> <br />The Colorado Water Conservation Board has the power and duty: <br /> <br />n" ,to devise and formulate methods, means and plans for <br />bringing about the greater utilization of the waters of the <br />state and the prevention of flood damages therefrom and to <br />designate and approve storm or floodway runoff channels or <br />basins, and to make such designations available to legislative <br />bodies of cities and unincorporated towns; to county planning <br />commissions; and to boards of adjustments of cities; <br />incorporated towns; and counties of this state., ," <br /> <br />as stated in Section 37-60-106(1)(c) of the Colorado Revised <br />Statutes, <br /> <br />2.0 Purpose and Sco~ <br /> <br />The purpose of this study is to determine solutions to <br />Town's flooding problems, These solutions shall be formulated, <br />estimated, and designed to a detail level as required to <br />ascertain project feasibility, Study analyses shall be <br />conducted for selected project elements including physical <br />inspection, ground surveys, and hydrologic and hydraulic <br />evaluations to determine the hydraulic capacity of the existing <br />and proposed structures, Preliminary designs for the selected <br />alternatives will be prepared including estimated construction <br />costs, The findings and recommenddtions will be presented in a <br />report which will document the results of the study, <br /> <br />8991E <br /> <br />-1- <br />
