Specifically, this responds to a letter dated <br />November 27, 1995, from Mr. Clay Wade, Director of Planning, Mesa Meadows Luxury Homes, <br />regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for the City of Golden, <br />Colorado, Mr. Wade provided additional information to support an August 16, 1995, request for a Letter <br />of Map Revision (LOMR) from Mr, Gary R Lake, P,E., Lake Engineering Consultants. Mr, Lake <br />requested that the Federal Emergency Management Agency (FEMA) revise the effective FIRM to show <br />the effects of channel modifications along Cressmans Gulch and Cressmans Gulch Old Channel, including <br />construction of the Mesa Meadows Phase 2 subdivision, two 10-foot by 6-foot box culverts under <br />Wyoming Street, and one 14-foot by 9-foot reinforced concrete box culvert under Mesa Drive, <br /> <br />All data required to complete our review of this request were submitted with Mr. Lake's August 16 letter , <br />and his facsimile dated December 8, 1995, and with Mr. Wade's November 27 letter. Because this <br />LQMR solely incorporates more detailed information, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM, <br />and have revised the FIRM to modify the elevations and floodplain boundary delineations of a flood <br />having a I-percent chance of being equaled or exceeded in any given year (base flood) along Cressmans <br />Gulch from approximately 250 feet upstream of its confluence with Tucker Gulch to approximately <br />320 feet upstream of Wyoming Street (limit of detailed study at City of Golden corporate limits) and along <br />Cressmans Gulch Old Channel from its confluence with Cressmans Gulch to approximately 200 feet <br />upstream of the confluence, As a result of the channel modifications, the base flood discharges from both <br />Cressmans Gulch and Cressmans Gulch Old Channel have been diverted to a single improved channel <br />through the culverts under Wyoming Street The combined base flood discharge is contained within the <br />channel downstream of Wyoming Street to the limit of this revision approximately 250 feet upstream of <br />the confluence of Cressmans Gulch with Tucker Gulch. <br /> <br />Upstream of Wyoming Street, the base flood elevations (BFEs) decreased along Cressmans Gulch and <br />increased along Cressmans Gulch Old Channel. Along Cressmans Gulch, the maximum decrease in BFE, <br />6 feet, occurs approximately 300 feet upstream of Wyoming Street Along Cressmans Gulch Old <br />Channel, the maximum increase in BFE, 13 feet, occurs approximately 100 feet upstream of the <br />confluence with Cressmans Gulch. <br />
