<br />The resultant cumulative effects on the general operations of the system <br />would be as follows: <br /> <br />1. During the first twelve months, an estimated 20%, or thirty of the <br />remote data collection stations, would be taken off-line due to <br />malfunctioning, damaged, or stolen hardware. There would be a <br />deliberate effort to maintain subnetworks that have received opera- <br />tions and maintenance subsidies {user fees}. <br /> <br />2. As a result of the above, the state of Colorado would have thirty <br />transmission slots on GOES revoked by the NOAA-NESDIS due to <br />inactivity. <br /> <br />3. Maintenance of remote data collection hardware would face 2-3 week <br />delays. <br /> <br />4. Data quality would deteriorate. <br /> <br />5. Down-time of the Direct Readout Ground Station and central computer <br />would be in excess of six weeks per year. <br /> <br />6. As the system became less dependable, it would be utilized less and <br />less. <br /> <br />7. Hydrologic records would cease to be developed on the system requir- <br />ing manual records development. <br /> <br />8. Real-time data would not be available requiring additional staff and <br />travel to manually read remote gages. <br /> <br />-74- <br />
